ZamPass is your digital ID login. It is a single sign-on account that proves who you are across all connected government services. To create a ZamPass account, go to pass.gsb.gov.zm/registration and bring your NRC (or passport or refugee ID), a phone number and an email address. That is all you need, you do not require a driving licence or RTSA record just to register. ZamPass itself holds no services; it only identifies you [Government Gazette Notice No. 836 of 2016].
ZamPortal is the website where you find and apply for government services. Visit zamportal.gov.zm to browse what is available, check requirements and fees, then log in with your ZamPass to submit applications and pay via the ZamPay gateway. The Smart Zambia Institute (in the Office of the President) runs ZamPortal and maintains ZamPass.
ZamGov is the mobile app version of ZamPortal, plus a digital wallet. It uses the same ZamPass login and also stores your Digital ID, driver's licence and vehicle registration, and lets you sign PDFs electronically.
Important: Fully live services today include RTSA (road tax, fitness, driver's licence, vehicle registration), passports, some Lands services and NRC issuance. Other services listed on the portal (NAPSA, NHIMA, ZRA tax, birth certificates, immigration) are still under development or remain on their own agency websites, check before you assume the full service is online. Immigration has its own portal at eservices.zambiaimmigration.gov.zm and ZRA tax at portal.zra.org.zm.
